Passed means the chamber agreed to the question it was asked. On many of these rows, that question was not final passage of a bill.

How to read Passed

The result field follows the question in the description column. Three September rows show why that matters.

On September 15 the House result on H.Res. 1486 is Passed, 232 to 147. The question is “On Motion to Table.” The House agreed to set the resolution aside. It did not record a vote to adopt the resolution. The explainer on the H.Res. 1486 tabling vote walks through that distinction. A motion to table is a vote about handling the measure.

Cloture is a vote to end debate, not a vote to pass the bill. On September 30 the Senate recorded 53 yeas and 47 nays on cloture on the motion to proceed to H.R. 7008, and the result is Failed (Vote 253). The same day, cloture on the motion to proceed to H.R. 9340 was 57 yeas and 43 nays, also Failed (Vote 254). This site’s cloture glossary, citing Senate.gov, states that cloture on most legislation takes 60 votes. Both yea totals are under 60. On a nomination, the same glossary states that cloture takes a simple majority. Cloture on Keith Sonderling to be Secretary of Labor was 53 to 47 and Passed (Vote 255). The confirmation vote was a separate question later that day.

A House previous question is also its own question. On H.Res. 1530 the House ordered the previous question, 214 to 208 (Roll 299), and then agreed to the rule, 214 to 211 (Roll 300). The rule’s title says it covered H.R. 9576, H.R. 10326, H.J.Res. 210, H.J.Res. 213, and the Senate amendments to H.R. 5334.

The largest questions in the window

H.Res. 1486. Motion to table agreed to, 232 to 147, September 15, Roll 298. See the explainer on the H.Res. 1486 tabling vote.

Iran war powers. The House agreed to H.Con.Res. 93, 220 to 204, on September 15, Roll 307. The Senate did not agree to a different resolution, H.Con.Res. 89, 49 to 50, on September 24, Vote 244. The House had agreed to H.Con.Res. 89 on July 23, 214 to 208, Roll 282. See the explainer on the two Iran war-powers resolutions.

S. 4668. The Senate passed the student-athlete bill, as amended, 77 to 22, on September 28, after ten earlier roll calls on cloture, the motion to proceed, and amendments. See the explainer on S. 4668.

H.R. 3633. On September 15 the Senate did not invoke cloture on the motion to proceed, 49 to 50, result Failed, Vote 234. The roll-call title says the bill would provide for regulation of the offer and sale of digital commodities by the Securities and Exchange Commission and the Commodity Futures Trading Commission, amend the Federal Reserve Act to prohibit Federal Reserve banks from offering certain products or services directly to an individual, prohibit the use of a central bank digital currency for monetary policy, and for other purposes. This file has no other roll call on H.R. 3633. The H.R. 3633 timeline lists that single vote.

H.R. 7008. The House passed the Stop Insider Trading Act, 232 to 198, on July 22, Roll 280, after a motion to recommit failed 211 to 218, Roll 279. The July House vote on H.R. 7008 covers that House day. On September 30 the Senate cloture vote on the motion to proceed failed, 53 to 47. The Senate question was not final passage. The roll-call title says the bill would require certain restrictions on stocks for Members of Congress and their spouses and dependents.

H.R. 9340. On September 16 the House agreed to a motion to suspend the rules and pass the Ratepayer Protection Act, as amended, 417 to 3, Roll 312. On September 30 the Senate failed to invoke cloture on the motion to proceed, 57 to 43. The Senate roll-call title says the bill would amend the Public Utility Regulatory Policies Act of 1978 to set a federal standard on recovery of the full, incremental costs of upgrades that serve large-load customers, and for other purposes.

Disapproval resolutions and a discharge motion

Three roll calls are titled as congressional disapproval under chapter 8 of title 5, United States Code, which is the statutory home of the Congressional Review Act. This page reports the questions and tallies. It does not describe the underlying agency rules beyond the titles.

  • H.J.Res. 210, House passage, 216 to 211, September 15, Roll 306. The title names an Environmental Protection Agency notice of decision on California ocean-going vessels at berth.
  • H.J.Res. 213, House passage, 214 to 208, September 16, Roll 311. The title names an EPA notice of decision on California commercial harbor craft.
  • S.J.Res. 197, Senate motion to proceed, 48 to 51, result Failed, September 29, Vote 251. The title names a Centers for Medicare & Medicaid Services rule on the HHS Notice of Benefit and Payment Parameters for 2027 and the Basic Health Program, under the Patient Protection and Affordable Care Act.

On September 29 the Senate also failed, 47 to 51, on a motion to discharge S.Res. 852, Vote 252. The title says the resolution requests information on Israel’s human rights practices pursuant to section 502B(c) of the Foreign Assistance Act of 1961. This file has no other roll call on S.Res. 852.
